Dr. Rafael Pérez Tejera

Dr. Perez Tejera is an experienced IT professional with a well-balanced technical, security and financial background. Dr. Perez received his doctorate degree in Management and Organizational Leadership from University of Phoenix in October of 2013. Experienced Project Manager, effective in the allocation of limited time and budgetary resources. Dr. Perez Tejera has over 25 years of professional experience working with information systems.

 He currently serves as Executive Aid for Strategic Planning, Risk Management, and Government Information Center since November 2014. He served at the Office of the Comptroller of the Commonwealth of Puerto Rico as the Chief Information Officer since 2001.

 Abreast of various systems implementation methodologies as they apply to software systems for the telecommunications industry, retail, and government; and industry security aspects of information technology related projects. Dr. Perez has implemented SAP and other information systems in Venezuela, Colombia, Perú, the Dominican Republic, the Commonwealth of Puerto Rico, Curacao, Saint Martin, and Jamaica.

 Graduated as a Systems Engineer in Caracas, Venezuela in 1982.  Is a Professional Engineer (or PE) in Computers as by the NCEES (National Council for Engineering Examination Services).  In 1997 I received the Master’s degree in Finance from, Universidad Metropolitana, in Caracas, Venezuela. 

Universidad Metropolitana is a private institution founded in 1977 dedicated to the teaching of technology and administrative sciences by a group of industrialists in Venezuela.  Today it remains as one of the prime business and technology schools of the area.  I have also received various professional certifications including CISSP® in information security and PMP® in project management, among others.

 Doctor of Management on Information Systems and technology, Masters in Finance, Professional Engineer in Computers, Project Management Professional (PMP), Information Systems Security (CISSP).
